"Phones never answered"

I have been trying to speak with personal at the Kuwait Military office for over 8 months. On the huge amounts of calls I have made the majority have never been answered by departments, their secretaries or even reception. The six calls I have made this morning are an example yet again. There have been no option to leave voicemails and the system is extremely frustrating. I continue to call regularly but with no success. .
