"Talk Talk useless"

I have been with talk talk for about ten years, I have moved into a warden controlled flat, i was advised that my phone and broadband would be connected on 9/1 the BT engineer arrived to fulfill the contract to connect but because he was no good could not do the job, went away saying engineer will be here within two hours. No one came checked with Talk Talk and they said it would be connected on 18/2 six weeks after it should have. I cannot contact BT and get no sense from talk talk and they will not push BT. I'm elderly and need the phone for my daughter to check on my health. If BT had agreed a contract to connect this supply on a certain day then they should have sent a second engineer next day to do the job. .
