"Modem problems"

Can you help me. My computer has Windows packet 97/98. I cannot get the internet connected as i am told the it needs at least the package of Windows 2000 or XP. Do I have to get a completely new modem which is expensive or is there any way that a new package could be put onto the modem and the memory space increased? and if so how much would it cost for the repair, VAT etc and if there is any home calls available or do it need to be brought into the repair shop. Thank you in advance for your help..
