"Unable to make contact with my branch"

I reside in South Africa and need to speak to my branch in Deptford se8. The telephone number shown :08457404404 is constantly busy. It is to expensive to hold on for the first available consultant. Is it not possible to provide Branch telephone numbers in order that overseas account holders can obtain some sort of service? To date my letters and e mails have all been ignored. Help please..
