"Russian Tourists Visting The UK"

Hi, I wonder if anyone can help me!

I have a friend who wants to visit me for a while from Russia! She was told by customs In Moscow that she needed to show solvency before she can enter the uk! She has to show she can support herself while in the uk! She was told she needed to have an amount of £2300 before she can leave Russia! Please can someone tell me if this is correct!
