London County Council (the) Spring Gardens. formed in 1888, when the duties of the Metropolitan. Board of Works were transferred to it. It is elected by the ratepayers of the whole of the Metropolis, and,. despite much partisanship and increased expenditure, has done much good work to justify its existence. The care of the Parks, which have considerably increased since this body was called into existence, has undoubtedly contributed to their popularity, bands being stationed during the summer season on certain days of the week in most of the parks under their rule. Larger improvements, such as the drainage of the Metropolis, the Thames Embankments, etc. , the work of their predecessors, have, with the exception of the Blackwall Tunnel, hardly come to their credit; hut the new road from Holborn to the Strand, and also the widening of the Strand, are the objects most prominent at the present moment.
